Conroe really is a city, and that sets it apart up here

The Woodlands is not a city. Cypress is not a city. Conroe is.

And the gap between the city and everything that shares its name is enormous: the city limits cover about 77.6 square miles, while the extraterritorial jurisdiction around it covers roughly 403.

So a "Conroe, TX" address tells you very little on its own. Inside the city limits you pay city property tax and you get city services — police, permits, utilities. Out in the ETJ you have the same mailing address, no city tax, and no city services, and the city can eventually annex.

So the question worth answering early is which side of that line a house sits on. It changes the bill, who picks up your trash, and who you call — and it is the first thing I look up on anything in Conroe.

The lake belongs to an authority, not to the lake houses

Lake Conroe sits on the West Fork of the San Jacinto River, across Montgomery and Walker counties. It is maintained by the San Jacinto River Authority.

Its normal conservation level is 201 feet above mean sea level. When the lake goes above that, water is released downstream — down the West Fork, toward Lake Houston and the Humble and Kingwood side of the metro.

If you are buying on the water, that matters more than it sounds. It decides how the shoreline behaves in a wet year, and it is the single thing waterfront buyers here most often learn after the fact instead of before.

Three questions do more for a waterfront buyer than any negotiation: who is responsible for the bulkhead, whether the boathouse is permitted, and where the property line actually falls relative to the water.

School districts, stated plainly

Conroe ISD is large — it covers about 348 square miles — but a Conroe mailing address is not a guarantee of Conroe ISD. Depending on where the property sits, it can be zoned to Willis ISD, Montgomery ISD or another neighboring district, and some communities are split between two.

When someone asks me which schools an address is zoned to, I point them at the district’s own search tool rather than answering it myself. The district is the only one whose answer counts, and zoning follows district boundaries rather than the mailing address or the ZIP code.

Nobody tells you this part: you are buying into the growth, for better and worse

Conroe has been one of the fastest-growing cities in Texas for years, and you feel that in both directions.

On the good side: new construction at a range of price points, new retail arriving, a downtown that has been coming back rather than emptying out, and a hospital system that grew with the city.

On the other side: the road you drove on a Tuesday afternoon is not the road at five in two years, and a quiet lot backing to trees can back to a subdivision by the time you sell. The plats and the pending developments around a parcel are public, and looking them up is one of the more useful half hours in this business.

None of that is a reason to stay away. It is a reason to pick the street as carefully as the floor plan.

Getting around, and what is actually here

I-45 runs through it, SH 105 crosses east to west toward the lake, Loop 336 rings the city, and the Grand Parkway pushes the rest of the metro closer than it used to be.

Downtown Conroe has a real center — a restored historic theater, a courthouse square, restaurants and a live-music calendar. And the buildings are genuinely old.

W. G. Jones State Forest sits south of town off FM 1488, with trails and pine, and it is one of the few places around Houston where you are genuinely in forest.

And the lake is the weekend. Marinas, boat ramps, fishing, and the restaurants that come with them.

If you are looking at Conroe as an investment

Two different markets live here and they behave differently. The in-town and near-town inventory rents to people who work in Conroe and Montgomery County. The lake inventory is a different animal, driven by weekends and seasons.

If short-term rental is the idea, the first thing to settle is what governs that specific property — the city if it is inside the limits, the county if it is not, plus any HOA or deed restriction on the subdivision. Those rules differ from one street to the next and they change, so the answer belongs in writing, and it belongs there before the purchase.

Either way, a current rental and value analysis for the specific submarket is where it starts. The strategy follows the numbers.
